Carlisle er en by i Cumbria i det nordvestlige England. Den ligger omkring 16 km fra grensen til Skottland, og utgjør hoveddelen av distrikter i England|distriktet City of Carlisle. Byen er administrasjonssenter både for distriktet og grevskapet, og var tidligere administrasjonsby for grevskapet Cumberland.
Sentrum er kompakt og dominert av historiske bygninger, inkludert et slott, et godt museum, en katedral, meget godt bevarte bymurer og en rettsbygning som er av arkitektonisk interesse.
Fordi Carlisle er den siste engelske byen før grensen til Skottland ble den i perioden hvor de to var separate kongedømmer et viktig militært støttepunkt. Carlisle slott, som står nokså intakt, ble bygget i denne perioden, nærmere bestemt i 1092 av Vilhelm Rufus. Maria av Skottland ble fenglset der, og den er fortsatt den offisielle basen til King's Own Border Regiment. På grunn av stadige flyttinger av grensen under de skotske frigjøringskrigene har byen et skotsk preg.
